Stewart, the suspect from Fairfield, was arrested about 11:15 pm Thursday in the vicinity of Airport Drive and Doolittle Drive in San Leandro.

Turner, the 18-year-old, was arrested about 8:45 Friday morning on the 2300 block of 84th Avenue in Oakland.

Police did not say whether the information leading to the arrests came from a tip spurred by the offered by the city.

The killings last October horrified San Leandro and evoked fears of the mayhem that seems to plague neighboring Oakland.

The crime occurred in a parking lot at 2661 Alvarado Boulevard near a warehouse where promoters had staged an event offering partygoers the chance to get a tattoo while listening to DJ music.

The fly-by-night party, promoted on Facebook and Twitter, drew more than 150 teens to a shop that had a permit to rent out trailers to pull motorcycles and the like. In January the city's board of zoning adjustments the license of the shop owner who had rented out the space to the party promoter for $300 -- after investing $70,000 in his trailer shop.
