Tough to tell by the plans but 2 pools seems like a mistake. One 30 meter by 25 yard pool would offer 10 25 yard lanes plus be a regulation sized water polo pool and less costly to maintain than 2 pools. Is it too late to offer advice? Too many San Leandro kids go to ODowd to swim and play polo I would hate to see a poorly designed swimming complex.
