Redevelopment and Recreational Vehicles at Tonight's City Council Meeting

City Council will vote on three emergency measures aimed at shoring up redevelopment agency assets, and securing payback on a loan to the city's General Fund.

The San Leandro City Council plans to act tonight to protect city redevelopment projects and funds from Gov. Jerry Brown's proposal to . 

The actions are designed to protect redevelopment assets and secure funding to implement an  on Jan. 17 between the city and the redevelopment agency. The agreement bound the agency to complete four projects worth a total of $9 million. 

The three proposed actions come in response to proposed state legislation that could require redevelopment agencies to remit their fund balances to the state on July 1, 2011 for redistribution to other local taxing entities, including city governments and schools. The draft legislation, presented by the state's Department of Finance on Feb. 23, would also require redevelopment agencies to sell off their property.

One action would secure $1.3 million in funds for pavement and improvements to the west end of Eden Road. The city hopes the project would help attract industrial development and improve access to underutilized parcels in that area, according to the proposal. 

A second action would transfer 21 properties from the redevelopment agency to the city, including parcels that lie within the city's proposed Town Hall Square development.

The third item would bind the redevelopment agency to repay a $2.1 million loan from the city's General Fund. The city seeks to insure payback of the loan if the redevelopment agency is dissolved, leaving a pile of debt obligations. 

RV Owners May Get a Break

Under an item on the council's consent calendar tonight, RV owners would be permitted to park their vehicles on the street twice per month for trip loading and unloading. 

Under current policy, RV owners can park their vehicles on the street for a period of 72 hours up to three times a year, with a possible 72-hour extension, providing they register their request with the police department. The change would allow RV owners to apply for the 72-hour parking exception up to 24 times a year, with a possible 72-hour extension. 

At the last city council meeting, several RV owners requested that the city change its policy to reflect the fact that many retirees who own RVs take more than four trips a year.

Also at tonight's meeting, the council will hear a report from the Ad Hoc Committee to Develop the City Manager Recruitment Process, and an update on the Town Hall not-quite-Square site—the block bounded by Davis, Hays, and East 14th streets.
