On Monday night, the San Leandro Council passed the motion to raise the flag of the People's Republic of China on Oct. 1 in a vote 4-3.

Before the hearing, San Leandro residents, SF Team Tibet, SF Regional Youth Congress and Bay Area Friends of Tibet all held a protest outside of San Leandro's City Hall.
