Mayor Stephen Cassidy and the City Council announce that the City of San Leandro has been awarded the Distinguished Budget Presentation Award for its fiscal year 2012-13 Budget by the Government Finance Officers Association (GFOA). The award recognizes state and local governments that prepare budget documents of the very highest quality that reflects the guidelines established on budgeting.  The award is based on how well an entity's budget serves as:

  • A policy document
  • A financial plan
  • An operations guide
  • A communications device
"The Finance Department works year-round on planning, developing and managing the City’s budget," said Mayor Stephen Cassidy. “I’m proud of the work our team is doing to maintain a budget that is comprehensive, understandable and measures outcomes.”

This is the third straight year San Leandro has been recognized with this award.  Documents submitted to the Budget Awards Program are reviewed by selected members of the GFOA professional staff and by outside reviewers with experience in public-sector budgeting.

“Audits and peer review of our budget strengthen transparency, as well as accountability.  Along with the first ever two-year budget and Measure Z Oversight process, it has been a busy and productive year for our Finance Team and new Finance Director, David Baum,” stated City Manager Chris Zapata.

The City’s Finance Department and Measure Z Citizens’ Oversight Committee will submit its annual report to the City Council on September 16, 2013.  The annual report addresses voters’ expectations that Measure Z quarter cent sales tax deliver the services outlined in the voter pamphlet.  Measure Z will continue to sustain the first-ever City Biennial budget, which was released last month.
