Why the delay in incident being reported to police? Why does this school have open grounds where anyone can walk in?

I'm really upset by this incident. I have spoken to Mr. Aurelio regarding my concerns twice. Once in 2011 regarding no yard supervision and the fence doors at all entrances to the school are left opened, I would walk right into the school yard. The second time in December, right after the Sandy Hook incident and again I expressed my same concerns. And now this I am beyond pissed.
